W78 settings confusing

The forum, login page, and in-game settings are all different. One says that its a flag world, and the other says it is not.

w78 main page/invite page settings state:

Flags Disabled

tribalwars.net login page w78 post states:
Speed: 1.0
Unit speed: 1.0
Flags: Yes
Hauls: Yes

which one of these are correct?
