I use this for 10k points:
HQ - 20
Barracks - 25
Stable - 20
Workshop - 15 (seriously, it's only like 60 troop population you lose by going from 5-15. I like to be able to send a lot of fakes when I'm rebuilding a nuke in a village.
Academy - 1
Smithy - 20
Market - 20
Resources - 30
Farm/Warehouse - 30
HP - 3 (for the 7 point from 9993 to 10k)
Wall - 20
HQ - 20
