Can't see why not, if it's a locked sticky then there's really no harm.
Is there such thing as a contents-link like thing that wikipedia has for these forums, so you just click on the tut you'd like to see in the contents, and then it'd either scroll down the page to where the post is with the tut, or go to the apppropriate page and scroll down to it.

Thats just a simple bookmarking system with a link. But its not involved in posting system on here, as when would it ever be used. Apart from in this very specific scenario
