he is/was probably going for sword/axes, thus higher HQ and higher points. sometime it's needed but would actually slow the growth of somebody with good, uncontested farms on this world since real farming will only start very late.

somebody sent support to a bonus/barbarian village, somebody attacked it and killed those troops.
