The word "academy" or "family" would tend to suggest that there is an active transfer of command structure, which there isn't. It would also suggest that you could say go from CCC to NiNi, which you also cannot do, anymore then you could say be a member of Wet one day, and then turn up in NiNi the next. You technically cannot do such things, although it could happen, it just really isn't going to happen.
I suppose that the benefit of the arrangement, is that it's in limbo, and that even thou there is no benefits directly, limbo is a great arrangement. Take for example, Bush is in limbo, because King James doesn't have any balls. So, nukes and nobles do not fire between the two tribes, but that doesn't mean we're in a relationship.
CCC and NiNi are not in any relationship, or agreement or anything, any more then NiNi and Bush. Basically, the lack of an arrangement does not imply anything, it simply means nothing exists. It's in limbo. Alternatively, Wet used to be in limbo, well, I guess until they decided our inactives were too juicy to leave alone, but I'm not offended. I'd have done the same thing.

No one's denied we're disorganized right now. Again.. see the multiple posts about our leadership up and leaving us after making some very bad recruitment choices. Now we have do deal with the consequences and the people who wish to flame and blame, even though they know that the players whose choices they are flaming are gone.
