The number of rams to send really does depend on the D it is hitting, But it doesnt effect the performance of the army much until the D is >15000 15000

Here are some numbers to play with:
(assuming lvl 20 wall on first attack, then lower each consequent attack)

Defender: 10000 10000
Perfect O:6064 3365 215
Times to be sent: 1.23931

Defender: 15000 15000
Perfect O: 6064 3365 215
Times to be sent: 2.08081

Defender: 17500 17500
Perfect O: 5939 3296 295
Times to be sent: 2.50125

Defender: 20000 20000
Perfect O: 5853 3249 350
Times to be sent: 3.02774

Not to mention the the more troops the enemy has, the higher number of rams will become optimal. After all how often do you fight only one full defence, and when you are does it matter if your attack is optimized?

Well you are usually in an efficiency range between 85 and 100% is you mix lcav and axes and use rams (213, 215, 219, 225, 250, 300,...). Sure 85% doesn't sound too bad but it adds up in the long run. And this 15% is part of what seperates the top ranks from each other.

The other big factor that seperates them is the amount of gifted villages, which means not using that nukes at all. Then there are some other factors like the amount of inactive players in your area in comparison to the rest of the world, though this evens out in the long run.

Overall, surprise surprise, gifting villages destroys the game.
