I feel like a kid in the backseat of a car asking my parents "are we there yet?" Reason being the time for 1/2 price packets OR the world to close has come. The powers that be have dragged this out long enough. We have certainly earned this especially compared to the other worlds that have already closed.
So I ask what does it take to close a world? A certain number of players left? An advanced political situation? Nobling Stagnation? Something else?
Lets examine "A certain number of players left"

Ok, fine. BUT then why haven't we already been closed. Look at the following
1. Of the following worlds closed 3 have player populations HIGHER then w41
2. We have three times been below the requisite 1000 player line. Once for nearly a three week stretch.
Next, lets look at the political situations of each of the following worlds
W35 - 2 main tribes, neither has made clear headway in nearly continuous fighting
W36 - About the same as w41 with Dvader with similar world domination
W37 - 3 large tribe with no clear domination of any 1 tribe
W38 - 1 Major tribe but only has 25% world dominance
W39 - 3 tribes nearly evenly split world domination
W41 - 1 tribe having a clear dominance over the world
So, looking at the maps it is clear that if we were to base it on an advanced political situation, w41 certainly meets the mark.
Finally, lets look at stagnation
AXES ENNOBLEMENTS
As you can see its been 16 straight weeks of less then 800 ennoblements for the #1 tribe
So W41 has...
A certain number of players left? Yes, less than 1k several times
An advanced political situation? Yes, just look at the maps
Nobling Stagnation? Yes, lets move on already
If its not any of the above what is it then? What can we do to close the world?

Stage 1:
Once a world has roughly less than 1000 players, we run a survey to see if players would like half price coins/packets.
