does the HELL Duke didn't get the PW's of his Members? so when they gone inactive, he can find someone to take over?

Nope It's dead... Whilst you can Noble anything around you that's either barbs or inactives.

You'd be surprised..
There are far more Noobs here than anywhere else, no timing, poor builds, no retaliation..
HELL only won this world because everyone else was inactive and lazy; get 3-4 Active folk against HELL now and they wouldn't stand a chance..
