Yes. It works by adding decommissions to the queue which you have to wait for. It should say something like:
-3561 Axemen 80:31:11 on 15.06. at 11:41:00 cancel

Except of course that Level 31 HQ is he only account I've touched, and it didn't even restart once.
As for troop decommission, works just fine for me.

oh i would have held a petition to get him thrown off the externals if i would have worked. we discussed that loooong ago
as for the decommision i think i wont really use it. dont see a valid reason why

The problem you may have with this feature is that troops are required in the first place before you can decommission them.

The announcement said you would need it.I'd assume not. I wouldn't if I were designing the game. It's unrealistic because those resources were used to train and your not untraining them but just releasing them.

eh not that it matters id send it to a village and attack the troops for oda.... gotta get something out of it rather than decommission for nothing lol
