hey if you are in k31 then you should get inside like k30 , k21 , k20 , k22 ...everything near you...find continents grid... http://en36.tribalwars.net/help2.php?article=map ... use the grid!...

try joinin devil search for it on the ranking it is in k28

it doesn't matter, u can join any tribes, just join one, i think they will then start recruiting near you. That's what our tribe does.
