Missions have nothing to do with attacking people. Well most of the time. We call attacking people as a Merch(Hitman) for resources or for the M.O.T.R.A. alliance a Hit.
Hitmen are for hire. If u wish to be a defensive Merc Just send one of the Tribe managers a message.
