Rejected New Flag - Construction Speed

[General Iroh]

Similar to Recruitment speed but for Constructing buildings, would be nice to build some small villages up; 1-10% respectively so it's not overpowered.
I don't really have any other info I can give as this idea is pretty straightforward.

Thoughts?
