When people quit, they become barbarian villages right? Yeah, that's how the total village count decreased because we are having more inactivity, faster than the active members can take!

That doesnt explain how the total village number dropped.

the village count would increase though because barbs are still counted in the village total

w4 started about 17 weeks after w2. w4 also entered the barb war and rule change period some 4 weeks after w2 even though the rule change period was the same date., so the way i see it is w4 are about on par.
