Removal of morale and disabling of restarts *NEW*

The criteria for the removal of morale and disabling of restarts are:

The world must be at least two years old.
The player count must be below 300.
The overall dominance of the top 2 tribes must be at least 85% *.


* Percentage of player owned villages.

Have we reached this yet? (I don't know of a quick way to find the total number of player owned villages, i can easily find the number of total villages in the world (inc abandons)

WLE: 102,241
HELL: 56,934

Total: 159,175

That becomes 98.69% between the top two tribes left in the world. Which is much larger than 85% so you should have restarts disabled.
