How can we get full report of other villages building level? When sending out scout, only get resources data.

You need tech level 2 scouts.

but lvl 3 are the best However you won't need level 3 yet...and you'll only need level 2 for attacking...which you won't need to do yet...only farming....
And you don't wanna farm players that send their troops out when scouts are about....
