Scouting on W68?

Hey all, i was wondering if someone could explain how scouts work on this world.

I attacked with 221 scouts, 24 died against 100 defending scouts.

my scouts are Level 3, i saw his troops in the village his building levels and resources but not any troops out side of the village.

could someone help me out here please.
 
at least 90% of your scouts must survive ti see hnits out of the village
 
So today i get scouted with 200 scouts.. i kill 67 of their scouts yet they still saw my troops out side of my village?

have i missed something or what? how can i have 24 of my scouts killed and see nothing out side of their village yet they saw my outside troops with 67 scouts lost?
