Single Tribe Without Noobs...?

Will there be a single tribe without n00bs in Tw24, i mean, Tw23 epicly failed. I joined Found in the hopes to make it better but with a mass recruiting, Not even english speaking leader, i cant fight everyone!
I have been playing Tw since world 2 and i am looking for a decent tribe to exert my skills into on Tw24.
My only hope is that Dejavu of Tw23 doesn't occur, and i end up holding up a rank 1 tribe from epicly failing...
Any ideas you guys?

You'll never find a tribe at the start of the world with no noobs in them.

make your own tribe or wait a couple o weeks and then join a decent tribe.

my tribe isnt recruiting either but we do have some non elite people not n00bz tho (Y)

The noobs have got be weeded out as the world progresses. Unless it is a tribe made of people you know aren't noobs. Its the start of the world so this can't really be helped. Its just the way it is.
