@memory lane, nice post, thanks for the maps, as you mentioned, it was by the end of your war that swat really could have participated at all offensively. I don't think randy gave out false promises, I think he miscalculated on when swat would be ready to fulfill them promises. Also I'm pretty sure nota declared on swat, not the other way around.
I can never keep track of who declared on who, so I apologize if I got it the wrong way around. Not that it matters much, was NOTA really that big of a threat for the whole of SWAT F.?
The war with Phat ended because it was going no where. Both sides were like Fort Knox. I did try to get SWAT on board with a plan to attack weeks before we NAP'd Phat, but Randy was more interested in Bush's nukes hitting those stacks than anything to do with a strategy to get around having to deal with any stacks.
I would chock it all up to just a miscalculation if after the first month Randy didn't tell me the delay was because KJ didn't declare on Phat when SWAT asked him to, a long time before Phat declared on us.
Proof of this you ask? Sure.
The first time I talked to Randy was less than a week after KJ quit, leaving me with the tribe. I knew nothing about our diplomatic relations, that was KJ's department. I asked Randy, as our ally, if KJ mentioned anything about our diplomacy with the tribes around us. At the time, SOHK was threatening hostilities over an agreement that wasn't mentioned to the tribe, WET was threatening war over a cross nobling, and rumors were circulating that Phat was planning to attack.

Before KJ quit, he told me SWAT was Bush's true ally, and that I could trust and rely on them for anything. But 2 months after knowing a war was coming and over a month since the declaration, Randy wasn't saying anything about the tribes SWAT was warring. Only that at one point KJ wouldn't declare on Phat like Randy wanted and so SWAT would not be fighting Phat, but then says he would help after the border was stacked.

So, if SWAT did not hold a decent enough border at the beginning, I have to wonder when Randy was trying to push KJ into declaring on Phat so I could see how far away SWAT was at that time- since Randy mentions SWAT would have been in that war if Bush had declared then.
That all adds up to the delay being intentional, not a miscalculation. It's also why most people who know the whole story believe SWAT backstabbed Bush.
As for assisting offensively- Bush is clearing Smile villages from 5 days away for our ally. Distance is an excuse one can make for not nobling, but never applies to nukes or support.
