I followed the guy that is posted by the offical game website on youtube. you can see that the player attacked me in this report

And in this report I made sure that the attack land exactly at the time his troops came home but non of his troops were home?!?;

I believe it's possible to get troops out of a vill within the sec they come back home, at least on worlds with milliseconds activated.
So if your attack landed in the second half of 6:17:09pm, then your opponent has a small chance to send his OFF troops out again within the first half of the second in question.
