Apparently in the magical land of Toll, it is completely acceptable to keep someone's mail blocked except for when you want to send them a little dribble of word-vomit, then immediately block them again so they can't say anything scary that might deflate that embarrassingly bloated ego he keeps under that thin skin of his.

Being able to hop onto the externals and play the victim card when he tries to regurgitate his tripe and gets a You Cannot message is an extra bonus in his nefarious scheme tobe, I don't know, relevant or something.
