It works. You create a village with a pop limit of 29040.

Ie. 24000 for standard.

+2400 due to the bonus effects, taking it to 26400.

Then an added 10% of that ontop. So +2640. Taking the total to 29040.

PS. Bit of advice. If you want an even bigger nuke, stick a nice pop bonus flag on too

I'm doing this right now on one of my villages

If you apply Growing Crops to a +10% Population Limit Bonus Village flying a +10% Population flag (max level pop. flag), you can get 31,944 farm space. It's pretty awesome. This alone is why I think growing crops is the best event item so far.
