I think the best strategy to use is this. You send stuff randomly because then you don't know what's happening and then the enemy can't know what's happening and the spies are useless
The best option is to pick an area of land to take. Or in a war this large pick three areas. Then the war general should access who should take what. Then pick a land time. Then whomever is to take each village will get a mail containing only village cords to take and land time for nukes and fakes.
This will only give away a third of the op if thier is a spy. If you want to make it even more difficult for people to spy switch the landing times for the three ops to land when the fakes hit for the other ops. This will also help find where your spies are.
I have seen it on others worlds. It works very well.
