How many troops he had when reaching academy doesn't matter?

Same size as everyone else.
Maybe he is getting his 3rd villa as we speak again 1.5k points. As long as he has enough troops to expand and grow i don't see any wrong doing

Plus, if he has enough troops not to be challenged by any of his neighbours then that's the important thing.
