The only thing I like about IMP is Dragoons cause ..Dragoons in Fallout 3 are beastly and their steal Armour is very good

I wouldn't believe that for a second.
You may not have them set to allied... perhaps, but fact is, you were both tools of IMP for a long time and there is a friendly relationship there work towards the same goal.
