Hmmmm for Plague it wasn't so much DNS was evil as it was we had 3 options. DNS CAT and what was BIRDs family. CAT and BIRDs were so close at the time that if you declared on 1 we saw it as having to fight both.

I would go with a horrible PR case. You drop all your relations with your neighbors, pretty much a slap in their face. And what did you expect to get? Milk and cookies or a bunch of nukes headed your way? And as the wars were fought various odd events occurred which if it happened to you must have been caused by your enemy so that built up the evilness. Also if you both respect each other and followed the same ideas of warfare and fair play would you actually be at war with each other?
