What is ST? How does that relate to the time that is posted for the game?

World 33 will start on Tuesday January 27th between 13:00 ST and 15:00 ST

What does premade mean? I know making it before the world.. I think.. Like I had the idea yesterday and asked if anyone wanted to join. Dos hat make me a premade?

Well when my friend showed me the game yesteday i knew i wanted to make a tribe after he told me what a tirbe does. Does that mean my tribe is premeade?
